Login your Facebook account from any browser.click on your profile after loading to your profile page.
Now click on the current profile picture and a preview of the picture will appear as bellow!==>
Now click on privacy PUBLIC and change it to ONLY ME you are done. if any Facebook user view your profile picture it will be unclickable to them but they can only see the small preview but can not enlarge it.
You can follow the same process to change it to public if you want it to be viewable.
